The origin of the AMS
Following the terrorist attacks of September 11, 2002, the U.S. Department of Customs and Homeland Security registered this new customs rule on October 31, 2002, and it became effective on December 2, 2002, with a buffer period of 60 days (no liability for non-fraudulent violations during the buffer period).
Who should send AMS data?
Us Customs requires the forwarder closest to the direct exporter (NVOCC) to send AMS data. NOVCC that sends AMS first needs to obtain NVOCC qualification from FMC in the United States. At the same time, it is necessary to apply for exclusive SCAC (Standard Carrier Alpha Code) from NMFTA(National Motor Freight Traffic Association) to send relevant data to US Customs. NVOCC must have a complete and clear understanding of the relevant US customs regulations during the process of shipment, and act strictly in accordance with the relevant rules, which may result in customs clearance delays or even fines by US Customs.
How many days should AMS materials be sent in advance?
AMS is also called 24 hour manifest forecast, just as its name implies is to 24 hours in advance to send manifest and get the US Customs reply (forwarder will get OK/1Y, shipping company will get 69). However, it is not the 24 hours before sailing but before the box boardedis not sail as the standard, should be asked in box 24 hours before a boat to get us customs receipt (forwarder get OK / 1 y, shipping company or port 69).
What happens when AMS data is sent to the US?
AMS data is directly sent to the customs database through the system specified by the US Customs, and the US Customs system automatically checks and replies. Generally, the result will be obtained 5-10 minutes after the sending. As long as the AMS data is complete, the result of "OK" will be obtained immediately. This "OK" means that there is no problem for this AMS cargo to be shipped on board, and it cannot be shipped without "OK". On December 6, 2003, the US Customs began to require SPECIAL BILL, that is, to match the MASTER BILL sent by the shipping company with the MASTER BILL NO in AMS. If the two numbers are the same, the result of "1Y" will be obtained, and there will be NO problem with AMS during customs clearance. This "1Y" just needs to be obtained before the ship docks in the United States.
