Transit goods refer to goods that are transported by a certain means of transport from outside the territory of a country and continue to be transported to other countries, regardless of whether the means of transport is changed or not.
When going through the customs formalities, the entry and exit formalities are as follows:
Entry of transit goods. When transit goods enter the territory, the operator shall fill in the "Declaration form for Entry of transit Goods" to declare to the fine Customs, and provide transport documents for transit goods (such as cargo loading list, international railway combined transport cargo waybill, etc.). After verification by the customs at the place of entry, the customs shall stamp "Goods under Customs Control" on the relevant waybill, and keep one copy of the entry declaration form of the transit goods for the record. The other copy of the declaration form and the cargo loading list shall be sealed and handed to the operator together with the waybill. The operator or carrier shall hand over the seal issued by the customs at the place of entry intact and timely to the customs at the place of entry.
In case of transit goods, the operator shall fill in "Exit of transit Goods", the operator shall fill in "Exit declaration Form of Transit Goods" and provide transport document of transit goods and customs seal issued by the customs at the place of entry. After verification, the customs of the place of exit shall affix a release seal on the waybill to supervise the situation of the goods, and send a copy of the exit declaration form of the transit goods to the customs of the place of entry for verification.
Transport the goods
Transhipment goods refer to goods which are shipped by one means of transport from one border and then transferred to another means of transport at a place where there is a customs office in that country and then continue to be shipped by land to other countries without passing through that country.
International transshipment of goods, also known as "transshipment", is caused by trade or goods between different countries. In the annex to the Kyoto Convention signed under the auspices of the Customs Cooperation Council, this kind of transshipment business is defined as "under the supervision of the customs, the goods are transferred from the import vehicle to the export vehicle, and the import and export are handled within the scope of one customs". The Convention provides that the customs shall levy import duties duty-free on transshipment goods and facilitate import and export formalities.
Transhipment cargo clearance procedures are as follows:
Permissible scope of transhipment cargo.
Transhipment may be permitted if any of the following conditions are met:
Holding through bill of lading;
Transhipment goods have been indicated in the import manifest;
Holding an ordinary bill of lading but having declared transhipment to the Customs at the time of discharge;
For mistakenly unloaded import goods, the true certificates are provided by the manager of the means of transport;
An application for transhipment due to special circumstances has been approved by the Customs.
With transhipment cargo transportation after entering, the carrier should fill in "foreign goods transshipment permit" declare at the customs, and provide the column life transshipment goods name, quantity, place and to reach the content such as "import manifest", check by sea, transshipment goods under customs supervision equipment, transportation tools, and exit in the prescriptive time.
Through goods refer to goods shipped by ship or aircraft from outside a country and shipped to other countries without changing the means of transport at the customs place established in that country.
Through goods for customs formalities, carrying through goods transport to the port of our country the first international transportation customs declaration formalities, the carrier shall file a declaration to the customs in the report concerning international ships to import or "international civil aviation aircraft import manifest" marked on goods name, quantity. After verifying the declaration, the customs supervises the exit of the goods.
