1. To strengthen the quality supervision of the exported non-medical face masks. Since the 26th of April 2020, all exported non-medical face masks should comply with the quality standards of China or the standards of the imported countries.
The Ministry of Commerce of the People’s Republic of China has confirmed the number of the Chinese enterprises that have obtained or registered for certification in other authorities in a published list (Please visit the web site of China Chamber of Commerce for Import and Export of Medicines & Health Products at www.cccmhpie.org.cn for updates), the State Administration of Market Supervision has provided a list of non-medical masks that do not meet the relevant standards and a list of the concerned enterprises (please visit the web site of the State Administration of Market Regulation atwww.samr.gov.cn). All the enterprises seeking to export non-medical face masks must submit a joint declaration signed by the importer and the exporter either in an electronic or hard copy (see Attachment 1) to ensure the quality of the product meeting the quality standards of China or the importing country and to declare that the masks will be used for non-medical purposes only. The Chinese Customs will inspect and release the documents as per the list published by the Ministry of Commerce of the PRC. The applications of those that are not on the list of the State Administration of Market Supervision will also be processed with documents inspected and released.
For those procurement contracts that were executed before the 26th of April 2020, the export customs declaration should include the declaration signed by the importer and exporter in an electronic or hard copy (see Attachment 1).
2. To further stabilized the PPEs export market. Since the 26th of April, to export the PPEs such as Covid-19 test kits, medical masks, medical coveralls, ventilators and digital thermometers for which certifications have been obtained from other authorities, the relevant enterprises must submit such declarations in an electronic or hard copy (see Attachment 2) to ensure the concerned product complying with the quality and safety standards of the imported countries or regions. The Chinese Customs will inspect and release the documents as per the list published by the Ministry of Commerce of the PRC of those enterprises that have obtained certification from other authorities (Please visit the web site of China Chamber of Commerce for Import and Export of Medicines & Health Products at www.cccmhpie.org.cn for updates).
Adjustments might be taken on the above quality supervision of the exported products pending on the evolving situation of the Covid-19.
